Actually the Chinese central government has issued multiple ordinances pushing IPv6 adoption, the latest in 2017/11/26. But from my own experience, the actual execution of the plan is glacially slow. I don't know why. Chinese government usually is very good at execution, but not when it comes to IPv6.
