I was in Shenzhen on Tuesday in the Futian district, and while the vehicles might be quieter, there is still a large amount of street level construction; and worst of all, the streets /smell/. Shenzhen still has a long way to go for it to be pleasant for pedestrians. I am sure they will have it sorted within a few years! (My phone's autocorrect tried to replace Futian with Durian!)
