I completely agree; and I assure you I do not think that I have all the answers or have considered every angle, but I do think about this line of thinking quite frequently and I just don't know how to square it. On the one hand, I think we need intelligence to stop a cyber 9/11 (or worse, a cyber Hiroshima or holocaust), but on the other hand you're completely right that the outliers are going to show up. I don't know man. It's a tough one. I tend to favour prioritizing the character of the people that get into those positions and making our political systems as robust as possible, but that's just a stab in the dark. What you've outlined is a real problem that I don't know how to solve.
