I have a time warner cable subsidary as my ISP.
I started noticing throttling from my carrier about 2-3 months ago. I blocked 2 common CDN access points and everything just went so much faster.

I still had hit or miss issues every so often and get throttling, but I noticed it was substantially less over time. This might be purely ancedotal though. But the only issues I had were youtube throttling, I ran speedof.me tests during this time and its been fairly consistent
- SippinLean 8y agoTime Warner Cable the company no longer exists. It was acquired by Charter Communications. Time Warner Cable the internet brand also no longer exists. It was rebranded as Spectrum (Charter's existing brand).
- pq0ak2nnd 8y ago#4: Update the Flash I think Flash can be safely removed. I've been flash free for at least a year and all major content sites are supported.
- Spivak 8y agoI'm not exactly sure how to interpret your experience since it sounds far more like congestion than throttling. By blocking CDN endpoints you were inadvertently routing your traffic to somewhere uncommonly hit which had more available bandwidth.
- antpls 8y agoIsn't congestion and rerouting supposed to be automatically managed by TCP-over-IP (more or less) ?
