  Regulators. Apple's iPhone strategy allowed them several controversial moves, which might have caused massive fines if enacted with larger marketshare. E.g. restricting browser engines on iOS vs. simply bundling browser with Windows in 90's/early 00's (I don't remember / can't find now info / date of the ruling now).
