This is always my pet peeve. If there's a car coming, and I'm trying to cross, I can see there's a car coming. Simple. But if there's 10 cars coming, and most of them have their lights on - the one that doesn't looks like a gap. I don't care if you need your lights on or not. If >50% of traffic have their lights on, I need your lights on too.
