I've seen this story pop up several times before in different guises based on dubious evidence of only one or two cities.
Most buttons in Australia work - or rather, the lights won't work for pedestrians who think it's always automatic. And on my visit to a couple of places in America last year for the eclipse, I easily found some buttons that also worked - but most crossings had no buttons at all.
The elevators I use definitely have buttons that are responsive - I can and have counted the difference in seconds thanks to articles like the above that seem to echo a certain untested dogma.
I don't think most city councils care enough to install real infrastructure let alone placebo infrastructure.
