Still not saved from GW. France, in the Western average, must divide its emissions by 2.1. Still impossible without either dividing its population by 2, or dividing each person’s wealth by 2. The government that would implement such a drastic reduction of the economy would never even be elected, and it would cause riots from East to West. So, low level of emissions can only be reached as the result of a war.
