Due to the terms of the spinoff of GloFo, AMD had minimum order volumes they HAD to send their way, and that caused issues when they were ramping up Ryzen, causing GloFo to have to license the Samsung process so they could keep their end of the bargain up. This frees AMD to go exclusively with TSMC, or split their fab needs between Samsung and TSMC.
