I heard rumors that Intel set up a research group to fix this in hardware as soon as the Spectre exploit showed up. Mill may be cool and all but x86 isn't going anywhere. Although I think it'd be hilarious if Intel decided to bring back Itanium with explicit per task cache indexing and no speculative execution. They already have the technology while Mill has never had a silicon implementation.
