Hmm, somewhat. All places I've worked have been pretty responsive. Current place moreso.
I suggest the above is USA-specific and nothing to do with unionised programmers.

Regarding the last bullet point, I've helped to change general processes in almost every place that I've ever worked. I'm genuinely curious to hear from folks who have experienced these bullet points: where did you work at the time?
