I think there is an entire 100mhz frequency band chunk just for emergency services. It should be the other way around, when there is no emergency Verizon should be able to use this (35 mi LTE at 600mhz anyone?) and when there is an emergency, it should be exclusive to emergency services. The military should be running these forest fires anyway with a dozen C130/727 flying non-stop around the country.
