Unfortunately global entry sucks for Indian citizens - if you reside in the US you have to go back to India to complete the process. I finished all of the steps in December 2017 and have yet to get India to submit the paperwork to the authorities...not sure they ever will. To top it off, none of the fees are refundable, even though the processing in the United States has not even started.
