Right now, at least for Russian buyers of citizenship-by-investment (a field with which I have some acquaintance as a RU-EN translator with some such firms as clients), only Malta among the EU countries is an attractive option. Other EU countries are no longer so quick to hand out citizenship, only residency permits. The Caribbean countries may not seem “world class” to you, but passports of some of them do offer visa-free travel to Schengen and Commonwealth nations, which in itself is enough for many of these investors.
