Ask HN: Will USCYBERCOM be a boon to technology companies and contractors?

Will USCYBERCOM and its service components provide more business to new/existing technology companies and contractors than there would probably have been without them? And is there a better chance that products developed for them would be more likely to have counterpart consumer products (i.e. the networking/computing equivalent of the Hummer, like EMP shields for business equipment)?
