Modern coal plants have to be complicated in order to be efficient, and that means they take a long time to build and have to be big. Meanwhile, wind and solar can be built much smaller and quicker, with the biggest bottleneck being building transmission lines (if needed.) Kind of funny that "big coal" is now suffering from a problem that nuclear has struggled with for a long time.
