I don't think these issues are actually that separate; both of them seek to limit Uber trips; one does it on the demand side by increasing the price, the other does it on the supply side, by directly constraining supply. The exact mechanisms are different, but the direction they are pushing is basically the same so that if one doesn't work the other should.
