Only those that apply for asylum and need the state to provide them with accommodation and living expenses. Further, if they do not consent to the confiscation, the police must refer it to a court, and the court may decide to return the valuables. Also, when/if the asylum application is successful and they become self-sufficient, any remains of the confiscated valuables are returned.
