I wrote a lightweight DNS proxy for this purpose in python+twisted and sqlite3: https://gitlab.com/Sharky/blocklist2bind/blob/master/twisted-dnsblocker.py https://gitlab.com/Sharky/blocklist2bind/blob/master/twisted... which also works really well on a RaspPi 3 with pypy3.
