Rather than paperwork shifting away from the hands of the company, which you seem to be in favour of, wouldn't a more likely future scenario be that some kind of paperwork-middleman will spring into place? Like, someone that deals with the paperwork (who somehow require minimal paperwork themselves) for a minimal fee so neither the company has to deal with it nor the contractor?
