In related news, RAND just finished its study of the Gates Foundation's "Intensive Partnerships for Effective Teaching initiative". RAND found that "With minor exceptions, by 2014–2015, student achievement, access to effective teaching, and dropout rates were not dramatically better than they were for similar sites that did not participate". It's refreshing to see a holistic approach to helping at-risk students, instead of assuming that teachers are the most important component.
