It looks like busy work to me. I love Rails but sometimes you get to teams where people just don't know what to do with themselves, usually good developers, and they come up with yak shaving and reinventing the wheel for no good reason. From what I can gather, Amazon acquired them and now they have to figure out something to do. There is plenty of UX to fix.
