I think for people who live in a place / do a job where a state harasses/meddles instead of protects them, knowing how it works lets them protect themsleves and even meddle back. I think this is why activists / journalists / spies in some areas try to study the operation and practice tradecraft / opsec / cs. Info asymmetry is power, isnt it?
