Actually any country with a nuclear weapon should be on that list. And that is quite a few: Israel, UK, France, India with North Korea/Iran not that far behind.

  That's not enough - you also have to be able to deliver the warhead to the satellite. It's not very easy to do.

I understand your point, but I think your choice of words underestimates the global consequences of war.
