The affected VW engines broke EU regulations by a little, but broke CARB regulations by a lot. We had some Dutch friends visiting when the scandal broke. Their BIG concern was the emissions tax they paid to register the car for the road -- whether they would need to pay back-fees, and an increase in tax for future registration.
