Yeah. In the end his contribution was negative because he wasted people's time and energy. I'm sure he could be sued for that. The good thing was that the government allocated a lot of resources and so it was no impact but imagine if it were a small team wasting time properly testing his sub... Anyway his mistake was that he used a start-up mentality in situation that was not a start-up. You do not try to capture any market, or anything like that. You just want to follow the safest path, the things that you used, understand and that work.
