The throttling isn't the issue. The issue is that the 2017 MBP i7 is faster than the 2018 MBP i9 in tests. That throttling is making this happen is immaterial

The throttling isn't the issue. The issue is that the 2017 MBP i7 is faster than the 2018 MBP i9 in tests. That throttling is making this happen is immaterial. That the 8th gen chips are problematic aren't the issue. The issue is that the newer higher end MBP is slower than the older MBP.
