There are potential attacks to which your carrier’s customer support would be completely oblivious to, since they happen at the network level and exploit its design flaws. The only solution is if the industry pushes for it and demands their suppliers (Ericsson, Huawei, etc) that they defend against it, but it will never happen. PS: toll-free numbers are definitely reachable from VoIP. Maybe not shitty consumer-grade VoIP, but entreprise-grade providers (sometimes used by carriers themselves) like Twilio or Nexmo will definitely reach it.
