I already fully expected Google to make Fuchsia at least as closed as Chrome OS (not to be confused with Chromium OS, which nobody cares about, and Google ensures it remains in that state). Plus, I think the 5-year agreement it made with China to keep Android open when it purchased Motorola expired last year. So I think Google was already planning to close Android. It was just looking for a good public excuse to do it.
