Imagine a hypothetical where one has a choice of distributing documents in two formats, A and B, and there are particular advantages to each format. As such, some users prefer format A, while others prefer format B. Not to mention those users who would like to have both formats available. In the hypothetical, users can easily convert from format A to B however converting from format B to A is difficult. Assuming one can distribute the documents in format A, it makes no sense to distribute in format B. Users who prefer format A will be unhappy. Distributing in format A keeps users who like format B happy because they can easily convert from A to B.
