I don't think everybody in America would know somebody who knows how to orchestrate the contracting of a Captcha farm. Any discussion of security should include a discussion of the threat model. A captcha is quite effective at dissuading abuse by casual or unsophisticated parties. It's not at all effective against a sophisticated and well-funded adversary.
