The libertarian response would be to ... do nothing. Sure people may get hurt, but no one will get hurt because they didn't have the resources to avoid it. Every person who fucks up has only themselves to blame, not the whims of some government bureaucrat. Just as a note, I'm not really a libertarian sympathizer anymore, but that is my understanding of the libertarian justification for UBI.
