Yet, both of these policies (article 11 and 13) have been tried out in a few countries. IMO concentration of power merely means that you need to be more careful with it. The EU will rarely be critized for standardizing boring regulation. I keep thinking that in the post brexit world maybe the EU should strive away from controversial topics for a few years. But I could be wrong :)
