My dumb TV boots up from power button to pix in about 2 to 3 seconds. My MiL's smart TV takes about 20-30 seconds from flipping the power strip on. So "smart" costs about ten times latency in two anecdotes of data. My MiL is very jealous of my dumb TV, no one likes a slow UI. My MiL doesn't have wifi internet; possibly the TV wastes a lot of time at boot trying to connect as punishment for people who don't allow it to spy, I don't know.
