Atleast if you only consider their public statements. That being said, I think becoming a law maker is incredibly hard, and a person elected to office is generally quite smart and would understand, or atleast be able to find someone to explain to them, the entire ramifications of any proposed legislation. But they push it forward in any case, for reasons that aren't, and will possibly never be, made public.
