The style of writing in this letter (1) does not seem like Satoshi's writing to me.
You can find collected examples of Satoshi's writings here (2). Browse a few examples, such as the original Bitcoin announcement (3), and then compare to the "book excerpt" (1) linked by Bloomberg. The real Satoshi's writing seems to be of higher equality and has greater clarity of thought.
To pick a concrete examples, in all of real-Satoshi's writings that I've seen, he consistently "Bitcoin", referring to it as a proper noun (except where it appears in website URLs or file names). The fraudulent letter mixes case and more often calls it "bitcoin". Beyond that, a lot of it is foggy, poor writing.
Doesn't seem to me that this article was written by Satoshi.
