Well Ofcause casinos have a right to be profitable. Just like tech startups, as soon as the government is reaping in money through that company they want to keep it alive. Even if it is no net benefit to society or even profitable at all on its own. Look at the current “unicorns” serving subsidized taxi rides and subsidized movie tickets. It doesn’t matter if you provide anything at all as long as you manage to stamp you logo on large enough cash flows everyone benefitting from that cashflow will work to keep you alive.
