As far as I can tell, the ICE facilities for children are refugee camps, not prisons. I don't know what the alternative is to temporarily house thousands of children, before they are taken back in by their home countries. It's not as if all the children could be temporarily given to host families and kept safe----they're not actually part of the foster system, or intending full time stay in the US.
