We can't restrict what they do with something once we sell it to them. Only Congress can. So, we can refuse to sell it to them or make it for them.

- TheSpiceIsLife 8y agoWon't they just buy it from someone else? For whatever values of they, it, and someone else suit the situation. There is no coherent we to do the refusing.
