As far as I know, the carbon in plastic mostly comes from crude oil, which is already "stored away" deep in the earth. If you found a 100% effective and safe way to store all plastic after it's use you'd simply be carbon neutral (minus production costs), you wouldn't be capturing carbon from the atmosphere.
