Depending on where you work or live (I'm in Bellevue in a condo w/o charging in the garage), it actually is quite practical to live with an EV without charging at home.
I have an i3, and both my office and the Lincoln Square Mall have free charging. If I drive to work maybe once a week or stop off at the movie theater, I end up charging my car to 75-90% and have plenty of juice for the rest of the week. I don't drive a whole lot so I might not be a typical case, but it's definitely possible to live without a home charger.
That being said, I am working with the HOA to get them to permit me to install a charger in my parking spot since I eventually do want one for convenience.
