The Soviet Union. For half a century it was more stable than the west and it's economic advances dwarfed that of it's predecessor, the Russian Empire. Scientific advances too, it was the first nation to send a man into outer space. Yet western values were nowhere to be seen. And it's immigration policy was to prevent people from getting out. You know where else you'd want to prevent people from getting out? A prison.
