Ask HN: How does HN select the submissions for the front page?

I have noticed that apparently the number of upvotes in a specific time-frame is not the only criteria used by HN to select the submissions for the front page. There are submissions in "Newest" with way more upvotes in shorter time than some of the news on the front page. Why is that?
