I don't think I made any such switch. In fact by opening up and not artificially limiting supply of permits or immigrant work ids you massively reduce the need to hold employers accountable. Right now the employers are held accountable in many cases. They are the first line of defense to make sure someone we have decided is an illegal immigrant and not allowed to work in the US, doesn't work. We selectively enforce this behavior with laws that punish businesses that allow illegals to work.
