One of the dark arts of chip design is getting a pulse on existing code in the wild, and evaluating potential microarch changes against it. Someone else can pipe in, but the impression I got from friends in that industry was that Intel had a fairly advanced org set up to evaluate that. Or to look at it another way, they didn't want to make an $x billion bet without due diligence.
