Human curation / whitelist is the answer but Google being human averse is not going to pay for that and keep hoping for AI answer. I remember there was a second party website of human curated youtube videos for kids some 4-5 years ago, Kideos . It worked really well at the time (for my first kid) but site seems to be broken now.
