Not really. It is true that many mustards utilize vinegar to slow the decomposition of the mustard, but it's not really the primary ingredient (perhaps by weight in some cases, but not culinarily). And being bottled has nothing to do with whether vinegar is used or not. But most importantly (and this should be obvious), it's not anything like a replacement for vinegar.
