I've always thought it would be cool to create a site which matched people living on a dime trying to do something interesting (art, tech, music, ...) with cities/suburbs (i.e. urban development organizations) looking to diversify and grow a culture scene. Like Sacramento/Gilroy/Detroit/Yakima. Sort of like an Airbnb but matching cities/towns and culture makers wanting permanent, low cost housing.
