Tanenbaum is criticising Linux for not being designed for portability - yet it was ported to DEC Alpha and SUN Sparc (a RISC processor) already in 1995. And (almost) all these smartphone RISC CPUs are indeed running a Linux kernel today.
As someone else remarked, this is a pretty clean-cut showcase of the friction between computer science and computer engineering. Tanenbaum is theoretically right, but Linus built a platform that powered a revolution.
