People do stencils frequently, you can google all the opinions and resources about it. Paint will stain & fade just the same as wellpaper will. Most people will say that wallpaper lasts longer than paint. I think the biggest thing is that putting on a new coat of paint is a lot easier, so people are more likely to refresh paint than to refresh wallpaper. So you see a lot more really old (and thus, bad looking) wallpaper than you do paint.
